Bill Altenhoff has been declared the winner.
Director of Corporate Services, Laura Moy says voter turnout was 45%.
Altenhoff watched the results online, at home with his family.
"It was great to see the voter turnout for this byelection which typically don't see a high percentage of voters, so we were very happy to see the numbers the way they were and I really want to articulate my thanks to the voters for putting their faith in me and I'm going to certainly try my best," says Altenhoff.

Altenhof announced his intentions to run back in August, he was endorsed by the family of the former Ward 2 Councillor, the late Mike Rohrer.
Mike's sister Jennifer says her family approached Bill and asked him to run. She says the families have known each other since elementary school.
