Windsor police have charged a city man with indecent act charges.
Police say last Friday (July 21st) around 9:30pm a woman was walking through the Devonshire Mall parking lot and saw man performing an indecent act as he stood next to his vehicle.
Police were called to the scene and spoke to the woman, who said the same man was responsible for a similar incident that happened on July 1st.
Police say then on Wednesday (July 26th) around 4:50pm, two men were walking through the mall parking lot and noticed a man naked from the waist down, standing next to a four door white Chrysler 200.
The men told police the lone male was performing an indecent act and when he believed he was being watched, went inside his vehicle and drove to another area of the parking lot.
Police say the man continued his indecent act outside of his vehicle.
Officers attended the scene and found the vehicle with the man inside performing an indecent act.
The man was arrested without incident.
The investigation revealed the man was the same individual responsible for three reported incidents earlier this year.
55-year-old Thomas MacDonald of Windsor has been charged with two counts of commit an indecent act in public and five counts of breach of a prior recognizance condition.
His previous conditions included not attending Devonshire Mall and to be clothed while outside of his residence.
