Police say he was struck by a vehicle and later died in hospital.
Police released additional information about the crime on Wednesday and as a result, the alleged driver of a white cube van attended police headquarters to talk to investigators.
Windsor Police Sergeant Steve Betteridge says the arrest provides some closure to the family.
"It is a very rare step that we took yesterday of publishing the name of the victim and that was with the family's consent in the interest of getting to the bottom of this case," says Sergeant Betteridge.
29-year-old Derek Wilson of Windsor has been charged with failing to remain at the scene of an accident causing death.
Investigators have recovered the van believed to be involved in the crash.
