A Windsor man has been arrested and charged following a kidnapping and extortion investigation over the weekend.
Police received a call Saturday at 10:15am from a man indicating that his friend was being held hostage until money was received.
Officers got an address where the victim was being held on Mill St. and heard screaming inside.
Police entered and found the suspect and victim. The suspect was placed under arrest.
An investigation found the suspect and victim lived in the same building and spent time together the previous night in the victim's apartment. The suspect demanded money but the victim was unable to pay.
The suspect then forced the victim to the suspect's apartment where the victim was threatened and assaulted. The suspect then called the victim's friend demanding money in exchange for releasing the victim.
Stephen Pickup, 56 of Windsor, is charged with break and enter, kidnapping, robbery, assault with a weapon, forcible confinement, extortion, uttering threats and assault.
