Multi-unit housing starts in the Windsor area posted the highest levels for the month of October since 2004.
That's according to the Canada Mortgage and Housing Corporation.
Overall, there were 106 housing starts in October compared to 80 during the same time a year ago.
But the report also finds single-detached starts trended lower for a second consecutive month.
There were 52 single-detached homes under construction last month compared to 63 in October, 2016.
There was also slightly lower demand in the resale market as the figures showed a declining sales-to-new listings ratio.
CMHC Market Analyst Amran Wali says there were just over 800 housing starts in 2016 and more are anticipated this year.
"We're expecting to finish between 800 and 900, but in recent months we've seen lower demand from the resale market and this is putting us at the lower end of our forecast for single detached starts."
He says the market is softening, but not collapsing.
"We've seen sales decline in recent months, and when I say sales I mean MLS sales, we've seen prices decline by a bit but the market in Windsor is still pretty strong relative to what we're seeing in areas like Toronto and in London."
Wali says there is at least another full year of good housing start figures.
"Windsor's housing market continue to be one of the most affordable markets in not only Ontario, but Canada," he says. "So I think we'll continue to see strong new construction activity in Windsor from now to at least 2019."
Also, Windsor's growing population of seniors has strengthened demand for multi-unit starts, as seniors have a higher propensity to downsize to apartment units and semi-detached homes as they age.
The CMHC says that's discouraged builders from keeping single-detached starts as high as they were early in the summer.
