West Windsor, the downtown and Leamington have been selected for a closer look at what could help.
The idea is to develop programs to help youth in disadvantaged areas.
Ward 3 Councillor Rino Bortolin says it's important not to turn a blind eye to the issue.
"In a community that's thriving like Windsor is with people working, with jobs coming through the community and a lot of great things happening in the community we still have over half the kids in that area, in the downtown core area, that live in poverty," says Borotlin.
He ays he supports the initiative, considering over 50% of the kids living in Ward 3 live in poverty.
"I mean that's a staggering statistic," says Bortolin. "We've been hearing about that for a few years when census data came out so doing something about it and everybody getting on the same page and actually doing something about it is critical."
