The number of documented incidents is up at the Central Branch of the Windsor Public Library.
On Tuesday, the board received its annual review for the branch on Ouellette Ave.
The report showed documented incidents were up 28% since early 2018.
Ward 3 city councillor Rino Bortolin sits on the board and says security has been on site since last March.
He says prior to security being on site, some users would just leave without reporting an incident but now they are.
"It doesn't necessarily mean that the branch is not safe and that we need to have concern but we are dealing with it," says Bortolin. "Definitely issues, we're not turning a blind eye to them. There are issues with just things like loitering or the types of people coming in and causing problems."

Bortolin says he wants to see year to year stats with security on site and see if there will be a difference.
"We can take a deep dive in those numbers but I don't want to be too alarmist in the sense that it's not safe to come down, it is and it's actually because of a lot of the work and diligence of staff and of security that it made it a lot safer and a lot more welcoming for when people come in and to feel safe just being here and feeling safe in and around the building as well," says Bortolin.
The Central Branch also saw an eight percent drop in its gate count.
Print circulation was down 21% but eBook circulation was up 11%.
Program attendance at the branch took a 36% dip.
