A second arrest has been made in the Halloween night shooting near Ouellette and Hanna Street.
Windsor police say a suspect identified initially as suspect number three, has turned himself in.
24-year-old Kenrick George of Windsor was arrested at the Windsor police headquarters and is charged with drug trafficking.
The Major Crimes Branch says an examination of the vehicle from the shooting turned up a bullet hole and ammunition.
Police now believe the shooting was drug related.
19-year-old Julia Sweeney has been arrested and faces charges of attempted murder and armed robbery.
Police are still looking for 25-year-old Guled Ismail of the Toronto area believed to have been involved in the shooting.

A warrant has been issued for him for attempted murder, armed robbery, drug trafficking and several breaches.
Police remind people Ismail is considered armed and dangerous.
