After CUPE 2974.0 rejected a deal to end the library strike earlier this month, the Essex County Library Board is going with 'Plan B' instead.
The Library Board has suggested having its administration staff several library branches on a rotating basis.
This is so residents can have some access to the library's resources instead of none at all.
The Town of Leamington has voted to not be a part of the rotation.
Mayor John Paterson says he believes his residents are not going to be happy with the limited service.
Library Board Chair Richard Meloche says every municipality is entitled to make their own choices regarding the board's suggestions.
"The Town of Leamington passed a motion that they would prefer for the library board to pass over on opening Leamington's branch when we look at a rotational opening of branches," says Meloche. " Any community that is uncomfortable with it, if they want to let us know that is fine."
Meloche says residents should have some access to their libraries.
"Hopefully we can come up with some kind of measures, some kind of way of providing service, again very minimal," says Meloche. "We mentioned opening branches. If that is something that we do it will be rotational again and very few hours but across probably just our larger branches."
Meloche says opening the Leamington branch was only ever a possibility.
"What we are trying to do and we are not saying that we would even open Leamington Branch in any case," says Meloche. "What we are trying to do is offer alternatives to bring services to the residences of Essex, whatever they would normally get from the library."
The library strike hits six months long on Christmas Day.
