A new study released today by the Fraser Institute looked at how cities have recovered or not recovered from the 2008 recession.
Windsor has 6% more jobs in 2016 compared to 2008.
The study found that 11 of Ontario's 23 urban areas actually experienced a net job loss in that time period.
Co-author of the report Steve LaFleur tells AM800's the Afternoon News, Windsor is doing better than other cities Ontario but the city took a hit prior to 2008.
"But it is important to remember that some of that is because some of the job losses took place before 2008, so the city still hasn't recovered from its 2006 levels yet," he says.
"While recent history has been encouraging for Windsor, it is certainly nothing to celebrate at this point."
Leamington saw a 14% net jump in jobs but LaFleur points out that one or two factories can make a huge difference in a smaller market.
Since the recession, the city of Cornwall has lost 33% of its jobs.
Oshawa is faring the best with 18% more jobs now.
