A poll done for CUPE Local 543 indicates people in Windsor want more consultation on outsourcing caretaking jobs at Huron Lodge.
A report comes to city council on Monday calling for the move as a cost-saving measure.
The union represents the 16 full-time and 19 part-time caretakers at the seniors' residence.
The survey done in early December by phone questioned 525 adults. It found 80% of those asked wanted more public consultation on the issue and 78% didn't think an American company should win the contract.
The poll also found 77% felt the city should be setting an example with well-paying jobs and that outsourcing the jobs will not result in better care.
Local president Mark Vandervoort wonders where this will end.
"The city could, if it wanted to find every possible service they can find a contractor for and contract them all out we could end up with a workforce of 1000 people if we look at our membership all making minimum wage," says Vandervoort.
The poll is meant to send a message to council.
"What we wanted it to accomplish was to give the councillors an understanding of what we believe the community finds important and communicate to them our understanding of their wishes," says Vandervoort.
Among the other results, 62% believe the best care is provided by an in-house public service and almost half those asked felt council had it's spending priorities wrong. The poll of Windsor residents 18 years and older has a 5% margin of error 19 times out of 20.
