The Ontario Municipal Board is siding with the City of Windsor and dismissing an appeal of the plan to develop lands annexed from the Town of Tecumseh in 2009.
The ruling covers just over 100 hectares of land in the area along County Road 42 across from the airport.
The city is implementing a Secondary Plan in the area to allow for commercial and residential development.
The Windsor Christian Fellowship, which owns property in the vicinity, had launched objections to the plan.
Windsor Mayor Drew Dilkens is relieved.
He says it covers the property where the proposed mega-hospital is to be built.
Dilkens says work in that area could begin as soon as this spring if developers come forward with plans of subdivision.
He says servicing the land won't be a barrier to development: "the capacity exists, many years ago in 2009 or 10 when we had the infrastructure stimulus funding, we spent I think $35-million and we moved services through the airport property to be able to service potential growth on the airport and in the area south of the airport"
The objections to the Secondary Plan raised by the Windsor Christian Fellowship were based on concerns over roads and traffic.
In the 32 page ruling, the OMB points out the fellowship's lands are not within the subject lands and the board supported the city's motion to dismiss the appeal.
