The Ontario Minister of Finance has confirmed the City of Windsor will receive full funding for 2019.
Mayor Drew Dilkens has indicated they anticipated a payment of $23-million through the Ontario Municipal Partnership Fund.
So far $6-million has been received, leaving a question mark around the remaining $17-million.
The letter indicates funding will be the same as in 2018.
City Treasurer Joe Mancina says there are no strings on the funding.
"The OMPF funding we receive here at the city of Windsor is an assessment equalization grant, it's basically an unconditional grant. Which means we can use it for general municipal purposes that we need"
Mancina says this fund is a big chunk of what they get from the province.
"So there isn't any specific restriction. So we've used it for our general operating capital essentially it represents 10% of the city's overall operational grants we receive from the province, so it's quite significant"
He says the potential impact on the budget is significant.
"Without this unconditional grant funding, certainly we would need to generate those from the general property tax base and that represents approximately a 6% tax levy increase, just to essentially replace that approximately $23-million in funding that wouldn't be available to us"
Mancina says the other 90% of the funding is tied to the Ontario Works and other social service programs the city delivers for the province.
But the minister also states they continue to review government transfer payments including the OMPF program and will consult with municipalities.
