Windsor's Chief Fire Prevention Officer John Lee says the fire started at the rear of one of the units on the inside but a cause is still unknown.
He says the complex is a total loss.
"Damage we preliminary had put it about at $1.2 million," says Lee. "We've up to $1.5 to $1.8 depending on contents and replacement and accommodations of the residents. The good thing is nobody was hurt, residents or firefighters.
