First time councillor Jim Morrison sees infrastructure as the number one priority in the central city area.
He edged out former Ward Ten Councillor Paul Borrelli by 250 votes to claim the seat.
Morrison says the ward has significant infrastructure deficits to address.
"My main focus will be on roads and sewers and sidewalks, the things we really need and we neglected for a long time and we've got our fiscal house in order, now's the time to spend money on infrastructure"
He says the intersection of Northwood and Dominion is a traffic challenge and he plans to work with the mosque to find a solution.
Morrison says the homeless, crime and opioid issues are not exclusively in the downtown and he believes solutions are close.
"I'm certainly an advocate of safe injection sites I know it's a little bit controversial but we have a chance at least to work with people and to help solve the problem rather than just enforce the issue we can't just put people in jail that doesn;t do anything to solve the issue"
Morrison says his experience as a former banker will allow him to be a good fiscal manager for the city.
But at the same time he sees himself as a progressive and wants to make Windsor a better place to live.
