An emergency meeting has been called by the Essex-Windsor Solid Waste Authority.
More than half way through the year, the authority still does not have an approved 2017 budget.
Windsor Mayor Drew Dilkens, Essex County Warden Tom Bain and CAO's from both organizations will be part of the 'dispute resolution' meeting.
County Council rejected the original draft which included 0% budget increases for both 2017 and 2018.
Windsor Council voted to approve the two budgets, a move Bain says is unheard of.
"The City of Windsor passed the budget, the County didn't. One of the main concerns was that a two year budget was put forward. That's a first. How do you pass a two year budget when you don't know what your results are from the first year?"
Bain says an ad-hoc committee has been working on a new budget since December.
"Our CAO's from both the city and the county have been working on it and they have come up with a joint recommendation which will be presented to the mayor and myself to peruse and the next step after that, if it looks good, it'll go back to the individual councils."
Bain adds, he's confident a deal can be reached.
"We have to move ahead and we know that garbage isn't going to hold up. It's got to be dealt with. I feel positive that our CAO's have come up with a resolution to the problem. What you don't want to do is run into a deficit. So when you get to the half way mark, you really need that budget."
The 'dispute resolution' meeting will take place next Wednesday, July 26.
