The town of Leamington is looking to get a handle on the unregulated side of the cannabis industry.
It is looking to implement a bylaw to put controls in place for smaller growers, and for retailers and lounges.
Town Mayor John Paterson says the level one growers like Aphria are heavily regulated by Health Canada and the federal government.
But he says the smaller growers don't have any regulations when it comes to odour and the town wants a say on where the retailers or lounges are located.
"We are looking at whatever powers we have as a municipality to be able to put into place controls so that the unregulated side of the cannabis industry is regulated at least by us," he says.
Paterson expects when cannabis is legalized, senior levels of government will implement some guidelines for lounges and retailers on where they can and can not be located.
A report is expected to come back before council for approval.
