Lakeshore may be next on the list to implement a dog tethering bylaw.
Deputy Mayor Tracey Bailey wants to see one put in place in the municipality.
Windsor, Tecumseh, Kingsville, Leamington and LaSalle all have a tethering bylaw. It reduces the amount of time an animal can be left tied up outdoors from 12-hours to four.
Bailey says Lakeshore doesn't currently have anything on the books limiting how long animals can be outdoors and it's time to take a look at the issue with winter already underway.
"I struggled with the amount of hours to tie to it. I know that we've seen some do 12, some have done 10," she says. "I really felt four was appropriate."
Bailey is confident the public will support the move to set a limit.
"Something I think most people think is inhumane for animals. I do expect that people will get behind it, I don't see a lot of reluctance," says Bailey. "I'm pretty positive that the bylaw will come back and it will be adopted at our next council meeting."
She doesn't see a substantial cost to the town, and thinks residents will help enforcement officers keep animals safe this winter.
"I'm looking for that information now. I anticipate that a report is going to come back with the drafted by-law so that we can take a look at it," she says. "It will certainly address things like enforcement. We have a reactionary approach to enforcement so it's certainly driven by the residents."
The issue will be discussed at the first council meeting of 2019.
