The Essex Windsor Solid Waste Authority has approved its 2017 budget in principle.
The budget calls for a zero percent increase.
In a recorded vote, all city representatives voted in favour of the motion while all county reps voted against it.
The motion also called for a zero percent increase in 2018.
City councillor Joanne Gignac says it makes sense to hold the line.
"It would very difficult for me to go to my rate payers and say I'm sorry we've built our reserve up but we're going to increase the rates and the fees that we charge to deal with our garbage," says Gignac.
LaSalle Mayor Ken Antaya says holding the line for the next two years will hurt the authority.
"You just don't ignore the needs," says Antaya.
Earlier this month, the board voted against administration's budget recommendation.
The budget called for a 4.1 percent increase in 2017.
At that time, all county reps voted in favour of the increase while all city reps were opposed.
