Windsor is getting set to undertake a major review of Emergency Shelter Services in the city.
The review will look at the current state of the emergency shelter system and potential costs of future implementation plans.
It's all part of the Windsor-Essex 10-Year Housing and Homelessness Master Plan.
Councillor Jo-Anne Gignac says administration has been directed to look at partnering with other agencies and look at all sources of funding including grants.
"Looking at the services that the varies community partners and the three identified shelters that we partner with already are needing," says Gignac. "So we want to make sure that the services we expect are going to be delivered with support are going to be there."

She adds emergency shelters are needed in cities but proper balance such as permanent and affordable housing are also needed.
"My position is we need to transition people through the organization into permanent housing,"says Gignac. "That's the end positive result that I'm looking for and permanent housing of housing my include a variety of support."
The review was approved by city council on Monday.
The report highlighted how the review looked at services provided by The Salvation Army, Welcome Centre Shelter for Women & Families and the Downtown Mission.
The report also said "the review focused on shelters serving individuals experiencing homelessness, but it also recognized that there are additional shelters with varying funding sources that serve survivors of domestic violence, women, men, youth, families,and refugees."
