CUPE Local 2974 is questioning a decision made by Essex County council.
The local wants to know why the county did not return the money saved from the 231 day library strike to the local municipalities.
Instead, council voted in favour of keeping the $790,000 in a reserve for future branch upgrades.
Local 2974 Sub Unit Chair Lori Wightman says the money should have been returned.
"The branches, the buildings themselves all belong to the individual municipalities so I'm not quite sure why the money wouldn't go back to the municipalities to use on their individual branches as opposed to being kept by the council," says Wightman. "It seems like once again council is stepping in where they really don't have jurisdiction."
Kingsville Mayor Nelson Santos brought forward the motion and said the money will be made available to municipalities through grants to be used on specific projects.
County library workers walked off the job in June 2016 to back contract demands.
