A final decision on whether or not to waive fees for Diving Canada is on the agenda Tuesday night at city council.
Diving Canada has asked to set up a diving club at the downtown Aquatic Centre free of charge.
The cost to the city would be $25,000 a year for a three year period.
Councillor, Fred Francis, would like to see the fees waived and says it's important to foster a strong local diving program.
"At the end of the day, the city built this aquatic centre with world class diving facilities and we're attracting world class Olympic athletes to come every year to perform and one of the legacy projects is to ensure that we have youth and youth programs that can encourage young people to dive."
Councillor, Hilary Payne, is against waiving the fees and says the city shouldn't be playing favourites.
"If you give the exemption to one then you're going to have a whole bunch of other people looking for exemptions as well and I already have one of the swim clubs coming to me and saying, "Hey, if they're going to get an exemption we should get an exemption". It just spirals."
Francis says waiving the fees would help to honour an agreement with FINA.
"The FINA World Diving Series, part of the agreement was that we would do everything we can to ensure that we had diving programs for youth. The ideal thing would be in a few years time we see Windsor divers in the Olympics that have trained at the Windsor International Aquatic Centre."
Payne believes the aquatic centre can't afford to be waiving fees.
"The aquatic centre costs money to operate. So I don't think we should give away the revenue on that. The argument has been made that we should do this for the diving club because they're start ups. Once they get that it'll go on forever."
Earlier this month, a council standing committee voted 3 to 1 in favour of waiving fees for the diving club.
