The process to redevelop the Riverfront Festival Plaza has upset some stakeholders.
The project which could see an upgraded concert space, seating areas and canopy trees was discussed at the Environment, Transportation and Public Safety Standing Committee Wednesday night.
Councillor Bill Marra says it's "incredibly visionary."
"It's going to take what has been a successful venue and really bring it to the next level," Marra says. "Increasing shaded space, creating some better aesthetics, improving access for pedestrians and cyclists, and really creating a venue that's going to take it from a venue that's been popular, but really world class."

But not everyone is impressed.
David Grimaldi is the director for business development for the Windsor Parade Corporation that produces Summer Fest.
He says he was told by administration the festivals were going to be displaced. Grimaldi also says he was supposed to be a part of the concept process but was not contacted.
"There was no opportunity for feedback, there was no discussion. We were advised by administration that we were going to be displaced, end of discussion," Grimaldi says.
Marra says that's not the case.
"Clearly there was some sort of misunderstanding," he says. "They're an important part of the festival events that takes place, and as you know they are also involved in a number of parades, so that won't happen. That was never the intent."
Grimaldi says he still has many questions.
"These grandiose projects, as exciting as they are and as exciting as Councillor Marra summarized, are great, but what is the end user cost going to be? Will the festivals, that are presently operating, be able to afford to actually continue to put their festivals on there?"
Council has already committed $5.5 million to the project.
It will now go to city council for final approval.
