Two Canadians have been charged after border officers caught them allegedly trying to smuggle 11 people across the border at the Ambassador Bridge.
On September 21, a commercial truck arrived at the bridge with a load of produce.
The driver and co-driver had been away for one week and said they had nothing to declare other than the commercial shipment.
Canada Border Services Agency officers referred them to secondary inspection.
During the check, officers found 11 foreigners hiding behind a curtain in the sleeper area of the truck.
They were refused entry into Canada and returned to the United States.
42-year-old Paul Ngoue-Ngameleu and 50-year-old Hernadez Mikia Mbeh, both from Quebec, are charged with counselling, misrepresentation and withholding material facts and impeding an officer.
They were released on bail and are to appear in court October 23, in Windsor.
