Retirement is not in the cards for a former Windsor city councillor and administrator.
Hilary Payne lost his Ward 9 seat in the October 2018 municipal election and since then, at the age of 86, he has started 'Payne Municipal Consultants.'
"I just have to keep active," he says. "I have to be challenged and I have to be involved in something that requires a resolution of a problem."
The firm is designed to help developers, builders and residents navigate through the red tape at city hall.
With 25 years in city administration and eight years as a city councillor, Payne says he has a lot to offer.
When asked why he simply won't retire and relax, Payne says he is happiest when he is busy.
"I'm happiest doing that, we are all happy doing different things but I would not be happy just doing nothing."
Payne says this isn't a knock on the city.
"The city is very helpful, I'm not criticizing the city in anyway shape or form, but they have to comply with a lot of rules and regulations and bylaws and it is rather formidable for the average person who has not dealt with city hall before," he says.
Payne is a professional engineer and has four university degrees.
