A 53-year-old man has been charged in connection with historical sexual assaults involving two children, and investigators believe there may be additional victims.
In July 2026, members of the Windsor Police Service Child Abuse and Sexual Assault Unit (CASA) launched an investigation after receiving information related to historical sexual offences involving children.
Investigators determined that the alleged offences involved unwanted touching and occurred on multiple occasions between 2019 and 2023. Police state that one of the children was also reportedly threatened in an effort to keep them quiet.
On July 24, officers located and arrested Raymond Edward Hebert at a home in the city’s east end. He has been charged with two counts of sexual assault, two counts of sexual interference, invitation to sexual touching, uttering threats, and assault.
To protect the identity of the victims, no further details will be released at this time.
Investigators believe there may be additional victims and are encouraging anyone with information to contact Windsor Police or Crime Stoppers.
